{"id":29951,"date":"2021-10-07T14:23:00","date_gmt":"2021-10-07T12:23:00","guid":{"rendered":"https:\/\/www.expoflamenco.com\/archivo\/?p=29951"},"modified":"2021-10-07T14:23:00","modified_gmt":"2021-10-07T12:23:00","slug":"flamenco-law-from-paper-to-reality","status":"publish","type":"post","link":"https:\/\/expoflamenco.com\/archivo\/en\/actualidad-en\/flamenco-law-from-paper-to-reality\/","title":{"rendered":"Flamenco law, from paper to reality"},"content":{"rendered":"<p>The <a href=\"https:\/\/www.expoflamenco.com\/archivo\/actualidad\/la-ley-andaluza-del-flamenco-en-fase-de-consulta-publica\">Flamenco Law<\/a> is entering its final stages. It is undoubtedly a historical milestone, implemented by the <strong>Regional Government of Andalusia<\/strong>, possibly marking a before and after in the management of the <em>jondo<\/em> art and all that surrounds it. Amongst other things, the main goal of this ambitious project is to protect the artists, flamenco education and the regularisation of the associative network.<\/p>\n<p>&nbsp;<\/p>\n<p>The Government Council has received the first draft and it will be brought for debate in the <strong>Andalusian Parliament<\/strong> once the usual technical amendments have been made. As <strong>Alejandro Luque<\/strong> pointed out in his article published in <a href=\"https:\/\/www.eldiario.es\/\">eldiario.es<\/a>, this long-awaited law comprises of 34 articles in total.<\/p>\n<p>&nbsp;<\/p>\n<p>The legislation has been worked on by the Advisory Council, presided by the <em>cantaor<\/em> and ex-Director of the <a href=\"http:\/\/www.centroandaluzdeflamenco.es\/\"><em>Centro Andaluz de Flamenco<\/em><\/a> (Andalusian Flamenco Centre) <strong>Calixto S\u00e1nchez<\/strong>, and made up of journalists <strong>Manuel Curao<\/strong> and <strong>Marta Carrasco<\/strong>, Professor <strong>Rafael Infante<\/strong> and <strong>Concha Prieto<\/strong> representing the<em> pe\u00f1as.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>\u201cFlamenco is a cultural expression and a diverse demonstration of art. It is a symbol of Andalusia\u2019s identity, in which the<em> gitana<\/em> community and the historical influence of other cultures have played and continue to play a fundamental role in both its origin and evolution\u201d. Thus begins the text of this law, which on <a href=\"https:\/\/www.expoflamenco.com\/archivo\/actualidad\/la-futura-ley-del-flamenco-de-andalucia-reconocera-el-papel-del-pueblo-gitano\">Expoflamenco<\/a> we earlier informed was to recognise the <em>gitanos.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>One of the key points to be dealt with is that concerning organisations, in particular, <em>las pe\u00f1as.<\/em> It is a network which has been hugely affected in recent years, bringing about serious and challenging financial and structural problems. \u201cI\u2019m very supportive of <em>las pe\u00f1as<\/em>, I\u2019ve performed in many. They are where artists can perform in front of an appreciative audience who listens to them. But all of the money that an institution like the Regional Government can provide must be accounted for, and that requires restructuring everything\u2019, Calixto S\u00e1nchez explains.<\/p>\n<p>&nbsp;<\/p>\n<p>This law does not overlook education either, stipulating that \u2018the Education Authority will promote the presence and knowledge of flamenco in the different stages of non-university education, through the inclusion of curricular content and the development of flamenco-related activities\u201d. An idea which has long been on the minds of <em>jonde<\/em> enthusiasts, and which seems to be becoming a reality sooner rather than later. \u201cFor the time being there is an hour of music a week, sometimes shared with other activities. But each school does what it likes, without order. We will see how far it can go\u201d, S\u00e1nchez continues.<\/p>\n<p>&nbsp;<\/p>\n<p>The protection of the <em>Conjunto Patrimonial del Flamenco <\/em>(Flamenco Heritage Group) is another key aspect. Thus, it is indicated that \u201cboth real estate and personal property making up the <em>Conjunto Patrimonial del Flamenco<\/em> can be registered in the <strong><em>Cat\u00e1logo General del Patrimonio Hist\u00f3rico Andaluz<\/em><\/strong> (General Catalogue of Andalusian Historical Heritage), be it individually or collectively\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>Furthermore, emphasis is placed on spreading the <em>jondo <\/em>art outside of Andalusia, both at a national and international level. This is to be by \u201cpromoting flamenco through information technology, with the instruction that the dissemination of artistic works, shows and other flamenco-related activities would be circulated on digital platforms, social networks and other mediums\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>It is still too soon to gauge what the <em>flamencos<\/em> think of this draft. Mind you, the new President of the professional artists\u2019 association <a href=\"https:\/\/unionflamenca.org\/\"><em>Uni\u00f3n Flamenca<\/em><\/a> (Flamenco Union), <strong>Antonio Gonz\u00e1lez,<\/strong> has been clear that \u201canything which protects flamenco and the artist (and those who make it possible) is fine with us, even more so if it comes from a world pioneering law.\u201d Nonetheless he is disappointed that <em>Uni\u00f3n Flamenca<\/em> have not been involved in discussions.<\/p>\n<p>&nbsp;<\/p>\n<h6 style=\"text-align: right;\">Translation: Lauren Bleakley<\/h6>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After much anticipation, the Government Council of Andalusia\u2019s office has received the draft of the Flamenco Law which has long been called for.
